It should happen pretty fast — first buildings within a minute or so of having some decent paths and zones.
Can you post a screenshot of one of your slow-developing colonies, in Zone mode? We might be able to get a clue what's going on from that.
A few random tips, in case they're relevant: don't build your colony too small (tiny colonies are harder to fit buildings in); make sure you have a good mix of both zone type and zone density; make sure the zones extend from the paths to a decent distance away; and watch the Squawker feed for complaints like water shortages (which you can fix by building a dehumidifier or water treatment plant).
Also, check the status tab and make sure your colony is a comfy temperature... I once accidentally built a colony that was like -150°C, and nobody wanted to live there!
